  1. A Vision for ILT

1.1.   Link to College Mission and Values

The vision for ILT is one where technology is used to enable individuals and businesses to thrive and succeed, providing outstanding education and training though a blended approach in the use of technology in teaching and learning.

Technology will be used to provide a student centred approach to teaching and learning which is both supportive, caring and professional; enabling students to achieve high standards. To this end the use of technology will allow students to access learning and support (safely) in a manner and form that suites them best, at anytime and from anywhere.

We will collaborate with stakeholders and partner organisations wherever possible to share our vision, values and resources for the good of the Southampton learner.

Our innovation and creativity will be shared in a spirit of openness and transparency as we strive for excellence in everything we do


The ILT strategy will seek to deliver and embody the Mission and Values of the college as agreed by the chief executive and the corporation.


      2. Managing the Strategy

2.1.   The strategy will be discussed, settled and reviewed by the ILT strategy group meeting once per term.

2.2.   The ILT strategy will be visited by the corporation (at least once per year) in order to ensure alignment between the strategic objectives of the college, the college mission and values, and the ILT strategy.

2.3.   The ILT strategy will be viewed as a flexible document, subject to change as technology and the needs of learners and the curriculum changes, but linked to an annual cycle of curriculum planning and capital expenditure.

2.4.   There should be clear links between curriculum inspection/monitoring reports, Ofsted inspections and AAV reports; and curriculum/service area development plans, to inform the ILT strategy.

2.5.   Recommendations in terms of capital allocations will be agreed by the ILT strategy group and put forward to the SLT. Where a decision is made not to follow a recommendation for capital. Feedback will be given to the ILT strategy team for communication to the curriculum area concerned

2.6.   The ILT strategy will be published and available to all via the intranet

2.7.   ILT will feature as a topic on all curriculum meeting agendas, with minutes sent to the ILT manager.

2.8.   As a demonstration of City College’s commitment to e-learning, there will be an annual e-learning week when all learning will be delivered using e-learning strategies involving remote learning and online learning activities. The take-up and success of this initiative will be measured and used to inform the need for training and support in curriculum areas.

2.9.   As part of the ILT strategy,


  1. Learners, learning and the curriculum

3.1.   Access to resources on Campus. Students should be able to access resources through use of wireless, technology from anywhere on the college campus, using desktop equipment, portable college equipment or their own equipment, by way of a network access code.

3.2.   Access anytime any place anywhere. All staff and students should be able to access all these resources from home or anywhere in the world they can access the internet

3.3.   Widespread access to blue tooth facilities for file transfers between college desktop equipment and mobile devices

3.4.   Through LC desktop booking systems, laptop booking systems, drop-in PC’s and use of personal equipment; no student should be able to claim limited access to technology. (Plug-in power socket points should be clearly available for use by students without the requirement for PAT testing.)

3.5.   Resources should include

  • A VLE - all course information, course notes and learning activities to enable them to succeed on the course,
  • A learning centre web portal with e-books, databases and other electronic resources made available through the Learning Centre (LC) to develop their own role as active learners.
  • An institutional email account
  • Their own course tracking information and ILP
  •  An e-portfolio and college based social-learning network
  •  Streaming media

3.6.   Resources will include traditional long form material (books) to support depth of learning as a part of a blended approach to study and learning

3.7.   Access to support and guidance. No student should suffer from an inability to get support in use of ILT. A link on the website and in CityBit will be clearly signposted for any student to request support. Learning Centre staff will be clearly identified as a source of help and support. A programme of student cybermentors will be piloted for students and staff to receive support from e-capable students in their area. (With anticipated roll-out across the college in 2011.) and all students will be able to access well signposted guidance regarding eSafety.

3.8.   Wherever possible, all student and staff access to systems will be simplified (single sign-on using appropriate identity management software), without requirements for complex multiple logins, including access to scanners.

3.9.       Students should be able to access a wide range of mobile learning activities available for upload to mobile phones and similar devices.



  1. Staff and ILT

4.1.   All staff should be able to have easy access to PC equipment. Where staff are involved with off-site or peripatetic work, the equipment of choice should be mobile, with access to networks remotely

4.2.   All staff should be able to have easy access to college systems from home. Working from home where appropriate should be supported, with desktop telephony and Skype services supported as a means of communication between staff in and out of college.

4.3.   Access to training.

  • The college will use an e-training needs analysis system to identify training needs of staff across the organisation.
  • All staff should have access to training in a dedicated e-enabled staffroom
  • There should be a variety of modes of delivery of staff training to suit the needs of individuals. (1-2-1, small group and formal qualifications)

4.4.   A reflective e-portfolio system will be available for teachers to reflect, publish and share their thoughts on e-learning and use of ILT as part of their reflective practice.

4.5.   Use of ILT and e-learning will be recorded as part of the teaching observation process.

4.6.   All teaching teams should include ILT and e-learning as a regular item on their team agendas with minutes distributed to the Learning Technologies Manager.

4.7.   At least one week of the college year will be established as an elearning week, to foster the commitment to and the skills development for online learning to take place.

4.8.   Annual ILT awards will be held for staff for and best practice will be disseminated through live show-and-tell sessions and intranet web features.

4.9.   In order to guide and support students, all staff will receive training in eSafety and the college will produce a policy for all staff on use of social networking sites.


  1. ILT infrastructure – We need to develop systems that are easy to access, are integrated wherever possible and provide systems of reporting to allow management of success

5.1.   Students –

5.1.1. A single sign on student portal with access to resources

5.1.2. Live access to personal information from other systems to include:

  • Printing balance
  • Late books charges
  • Timetable information
  • Detailed register information
  • Eportfolio

5.2.   Staff (1)  - A single sign on to the learning domain with access to student resources governed by higher permission levels as appropriate, with

5.2.1. A benchmarked VLE, with access to best practice courses and materials from around the college.

5.2.2. The student progress tracking system, with integrated easy upload of all units and criteria from across the QCF

5.2.3. The student ILP system, with full data integration from MIS including all important historic information relating to the individual student to inform the decisions and discussions pertaining to the planning of student progress targets

5.2.4. An easily exportable e-portfolio system with full blogging potential

5.2.5. The uploading of self originated and off air broadcast streaming media resources

5.2.6. (Hierarchical) personal and departmental printing records and account balances

5.2.7. Access to all these resources from anywhere

5.3.   Staff (2)

5.3.1. A Password controlled staff domain with access to appropriate college systems from on-site and via the ssl portal from anywhere.

5.3.2. Comprehensive one-stop source of electronic information an all students they teach. This to include, cause for concern documentation, disciplinary records, prior qualifications, initial assessment and other referral information.

5.3.3. An enhanced web filtering system will be developed allowing more local control of student access to websites, which will allow staff to keep students on task

5.3.4. Access to training in elearning

5.3.5. Access to development tools for the creation and sharing of learning objects and activities

5.3.6. A document management system that allows for

  • simple versioning of documents
  • controlled distribution of documents
  •  the scanning, archiving and tagging of historical documents
  • easy retrieval of documents by owner
